What should I do if the encoder crashes or returns a non-zero code?

If you have a problem with the encoder, the best thing to do in most of the cases is to call ossPrintPDU() right before calling the encoder. If it returns zero and the output is printed correctly, then most likely the unencoded PDU that you initialized and pass to the encoder is correct. The next thing to do is to pass the DEBUGPDU flag by calling:

ossSetEncodingFlags(world, DEBUGPDU);

to see how far you can encode into the PDU.
