I use DER. Do I have to know something special about the ASN.1 time types?

When using DER you are required to always set the utc field to TRUE and mindiff to 0 for both UTCTime and GeneralizedTime types.

In other words, time values in DER are always specified for the UTC time zone. This conforms with what clauses 11.7.1 and 11.8.1 say in the Recommendation ITU-T X.690 (2008).
