Why is the same C structure used to represent UTCTime and GeneralizedTime?

Since the specifications for the GeneralizedTime and UTCTime types are very similar, differing only in the 4-digit vs. 2-digit year field, time differential specification, and the presence of a fractional seconds field, these two types can be represented using the same structure making time types easier to work with.
